Illinois Electric Vehicle Rebate Program

The Illinois Environmental Protection Agency (IEPA) is offering a rebate of $4,000 to Illinois residents who purchase a new or used all-electric vehicle from an Illinois licensed dealer. The rebate is available for the purchase of any make or model of all-electric vehicle, including cars, SUVs, and trucks.

The rebate is subject to the availability of funds, so it is important to apply early. Applications for the next rebate cycle will open on November 1, 2023, and close on January 31, 2024.

Note, if you purchased a vehicle before the funding cycle opens from November 1, 2023, to January 31, 2024, you could still be eligible if you purchased an eligible vehicle and applied within 90 days of the purchase date. As a practical matter, a vehicle purchased on or after August 3, 2023, could be eligible if the application otherwise satisfies eligibility criteria and a complete application is postmarked on the first day of the funding cycle.

To be eligible for the rebate, the vehicle must be purchased and registered in Illinois. The purchaser must also retain ownership of the vehicle for a minimum of 12 consecutive months immediately after the vehicle purchase date.

The rebate application can be found on the IEPA website (https://epa.illinois.gov/topics/ceja/electric-vehicle-rebates.html – application to be posted on October 18th). It is anticipated that the application process will be simple and straightforward. Applications will not be accepted or reviewed if submitted or postmarked prior to the November 1, 2023, Rebate Cycle start date, so do not make a submission prior to November 1st.

Here are some additional details about the program:

  • The rebate is available to Illinois residents only.
  • The vehicle must be purchased from an Illinois-licensed dealer.
  • The vehicle must be a new or used all-electric vehicle.
  • The rebate amount cannot exceed the purchase price of the vehicle.

Tackling these adjustments proactively, rather than waiting until tax season, helps couples avoid penalties, protect their refunds, and start their financial life together on solid footing.
